Show:
- ALL friends - so you can send "offline" messages to be picked up when friend comes back online
- Just online friends - like it is now
- online friends plus any friends who have sent you a message that you haven't yet seen

Just integrate with views and all of these would be handled. Views have filters, etc that would easily allow any combination of users.
