under normal circumstances one should get a page not found when accessing the modules/somemodule/somefile.php so the answer to youur question about is this normal? is no.

Yeah I read the comments but didn't know how many of them actually came from experienced Drupal admins.

depends on how you define "experienced Drupal admins"?
what is "experienced" mean?
experienced = qualified?

basically, the problem is not related to drupal. it is a general web site admin issue.
