Add modules.js to core

I'm working on a redesign of the module page. [#http://drupal.org/node/363319]. While I definitely want to add the possibility of enabling / disabling modules without a page refresh, I need modules.js for the required javascript. I think there's no need for a new behavior on this, since the functionality is only used on the module page.
