Site Maintenance screen presented to user is wonky

Sorry, wonky is not a technical term I know, and perhaps an annoyance rather than a bug, but the formatting of the page presented in all drupal 6 to the user the formatting is wrong and places the logo in the wrong place. This happens to me in drupal in all platforms and browsers so I suspect it is in the drupal code. Please see the attached screen shots to show it correct in the update screen and wonky in the maintenance screen.
