Category root page with "no posts"

When I upgrade to 5.x-1.04, the landing page for the main category says "There are currently no posts in this category." In 5.x-1.03 version, it does list everything out from all the subcategories. Is this a setting issue or a bug?
For instance:
Directory - (this is where it will have the no posts message)
subcat1
subcat2
#1
I think this is either a settings issue OR has been fixed in the latest version.
I have seen other requests to do the opposite of what you want...
Can someone confirm?
