User can edit even if TAC-Settings on "denied"

Hello,
I want a user role to be able to edit only some categories of pages.
So I allowed this role to "edit pages" in the drupal-access-settings.
In the TAC-Settings I set all the terms on denied (in the edit and delete column).
But the users of this role can still edit all pages.
The role authenticated user is also set to denied (in the edit and delete column).
How can I change the settings to achieve than the user are not able to edit all kinds of pages?
