Issue Summary
How does a user without admin-rights can create a new gallery?
It looks like I need to be the administrator to do so?

Give your users the rather weirdly named permission 'administer images'. That lets them create, edit, and delete galleries.

this doesn't really solve the problem (for me, at least), as users don't get to see the "content management" > "Image galleries" link.
users don't get permission to manage all content, of course.
A workaround with taxonomy delegate seems a solution, but is not that elegant as one has to explain taxonomies on the whole, whereas the abovementioned link points to a rather self-explaining page (easier, less change to get a messed-up site etc etc)
kind regards,

reshufling the menu structure did help - sorry for being a bit impulsive.
