How can I drill down to Singapore (and other locations without provinces)?

Issue Summary

I know I've asked this question twice before but I didn't get even a peep or a hint. I don't know if I'm asking wrong or not describing the problem well enough or if the solution is so simple no one bothers to answer, but it's really bugging me that I can't use Location Views to drill down to locations in Singapore (or any country that has no provinces).

In the location directory, if the country has no provinces, the link says "unknown" and the link goes back to the exact same page. There is no way to get to the list of cities, which would then show the list of nodes.

I can create a hard-coded link but I have no way to put it in the directory. And in any case a link to "unknown" that doesn't go anywhere is pretty unhelpful.

I've been trying to tweak the location_directory view so that there is some way to get to the nodes without provinces, but it seems that unless I remove the province selection entirely, there's nothing to be done.
