Alases for nodes with lanuage "all" will not bulk generate

I think this is similar to this issue but this I'm using 6.x-1.x-dev from last nights build. Basically if I delete all alias and then check all the bulk alias. Some nodes will not be aliased. I would have to go into each post/node and hit submit and then it will get alias. After it gets alias, when I look at the list in the URL aliases page, the ones that auto/bulk aliased had the language of "All". The ones where I had to manually go into each node to save to create alias is labeled "English".
