local content file not working after upgrade from tapestry 5 to tapestry 6

I followed instructions to upgrade and have a local content file (xxx.css). It works fine in the old version but after upgrade, its not picking up the file. this is a multi-site install, and the file is located in the same directory as the theme. i checked with firebug and its not getting picked up. any ideas???
