Was node access arbitrator considered impossible to make?

Issue Summary

Can you please provide some information regarding why this module was abandoned? I know merlinofchaos is considered one of the best Drupal developers ever. Did merlinofchaos conclude this is impossible to do? Does this mean we should basically always restrict ourselves to one node access control module? Thank you.

Because what this module does is in core in 5.x, so there was no point in it after that.
