I needed a quick solution to limiting a taxonomy block to only users with specific roles. The following patch does this and includes the hide patch I posted earlier.

This isolution has limits but it will work for me until I get caught up on Drupal 4.7. Hopefully others may find it useful as well.

At this point I'm not adding any features. You should use something like the views module.
