One simple question, but I'm not able to answer:

How do I get the pager displayed in the views-view-fields--xy.tpl.php?

Just copying the code from the views-view--xy.tpl.php doesn't work - think it's not defined for that file!?

I don't think that you can, because the row style (fields) happens long before the pager is actually rendered for the view.
