Isn't this suppose to add an edit link under the quote ? I don't see anything.

Yes, it does, as long as it is correctly set up. First you have to check the 'Add an "edit" link' setting. Then the user must have either 'administer quotes' or 'edit own quotes' and be viewing their own quotes.
