Enabling LDAP user provisioning removes Account activation email settings

Description

When the Enable LDAP user provisioning checkbox at admin/settings/ldap/ldapprov under General settings is ticked, several User e-mail settings at admin/user/settings are no longer available, including Account activation email.

This is done in purpose as those mails should be configured under the ldap_provisioning settings instead.

But it should not hide the "Account activation email" settings, which are used when users are unblocked after previously being blocked. There is currently no way to configure if and how those mails will get sent.
