I'd say Drupal, but I'm biased and know Drupal far better than I know Joomla!

Without any project requirements it's difficult to anticipate challenges you will have with one platform or another. You tend to decide based on which one you are more comfortable with. I'm sure you can do some amazing things with Joomla! if you know how and the same goes for Drupal.

I would recommend searching groups.drupal.org (maybe http://groups.drupal.org/local-government ?) and case studies for similar projects that may have been done with Joomla! and Drupal.
