What is the main difference between Drupal and Joomla? I got a big French-English government web design project and I need to decide very quickly which one is the best platform all around. I can also be reached via skype id: VomiChairman or at chairman@netwebelitesolutions.com

I'd say Drupal, but I'm biased and know Drupal far better than I know Joomla!

Without any project requirements it's difficult to anticipate challenges you will have with one platform or another. You tend to decide based on which one you are more comfortable with. I'm sure you can do some amazing things with Joomla! if you know how and the same goes for Drupal.

I would recommend searching groups.drupal.org (maybe http://groups.drupal.org/local-government ?) and case studies for similar projects that may have been done with Joomla! and Drupal.
