Country list is not populated

I am using this module with the Petition node module and the form's Country drop down list is blank.
I have followed the install instructions; the module is enabled and configured. update has been run from 1-77710.
Yet nothing under Petition, Comments or nodes. All the flag place-holders are showing but they are blank as well.

I advise you update to the latest version, and keep an eye on this issue: #418810: Changes in ip2cc The problem is now in the hands of the petition module.
