turning on terms of use breaks site?

I turned on terms and conditions. 10 minutes later I noticed I could no longer do 2 important things
1) click on any menu tab (such as "edit")
2) click on a text box to input text (such as change the url alis)

I turn off terms of use.

Website works normally.

I turn on terms of use. Website works normally for 15 minutes or so. I can do the 2 things.

But then the cycle repeats itself.

Do people think this is related to the terms of use module? I'll also post in the general forums.

This time the menu tab still didn't work when I turned off turns of use. After I did truncate cache, then the menu tab worked.

As far as I can tell, closing the browser and truncating the cache seems to solve the problem. The module author did say to truncate the cache. Perhaps it'd be helpful to emphasize that the site can break if it is not done, and that you must do it every time you enable the module, and that you may also need to close your browser.
