Also hide instruction when field is hidden/excluded

Description

The description 'The ID for !excluding this element is: !id - the path is: !path' shows even when the textarea field has been specified as excluded under admin. This is annoying. Suggest it is hidden when element is hidden--even for admins. (see attached patch)

This has been fixed in 6.x-2.x and will not be fixed in earlier versions.
