Is it possible to make a widget so that it works like project issue tags?

It's very important to know who added what tags.

@Flying Drupalist - I'm not sure what you mean by this: project issue tags look like regular free-tags to me. But if you want to list who tagged what (and when) you can now use views to do this. I'll mark as fixed but please re-open if you don't agree.
