On Saturday, December 17 at 18:00GMT (noon eastern time US, 7pm central european time), I will be welcoming the whole Drupal community to a Bug Fixing party. Even if you can't attend at that time, you can still help out. See below.
We are determined to make 4.7 our most powerful, and least buggy release to date. Almost everyone can contribute in one way or another. Our party is coordinated via Internet Relay Chat (IRC). Meet fellow Drupalites in the room entitled #drupal-bugfix on the server chat.freenode.net. If you are unfamilar with IRC, you will need to download an IRC client application to your PC.

You may help in several ways:
- Review outstanding bugs. Assure that they are clearly described and are valid as opposed to a misunderstanding on the part of the bug author. If you have installed and/or administered a Drupal site, you can be of great help at this task. Post follow-ups to outstanding issues clarifying the problem, or stating that the problem is not a software bug, but rather a user misunderstanding. Close duplicate bugs as needed.
- Reproduce outstanding bugs. If you can install and administer a Drupal site, you can help replicate problems reported and not yet verified. Your verification plus any additional details you provide will help immensely in quickly locating and fixing the bug. Post follow-ups to the issue indicating that you were able to duplicate the bug, and what your test environment was (operating system, installed modules, browsers, etc. as appropriate) when you duplicated it.
- Fix bugs. If you are a developer, look over the outstanding issues list and find some bugs to squash.
- Review patches. If you are a developer, monitor the patch queue and assure that the attachments there fix the reported bug and don't cause unwanted side effects.
We will all be together in IRC to help each other out, as well.

irc server down?
I want to help tomorrow. I went to http://irc.freenode.net. (That's the address I got from Google.) I got this error message.
Not Found
The requested URL http://irc.freenode.net/ was not found on this server.

Is the server having problems?

irc is not web. the protocol is not http. you need a special irc client. no, your web browser won't do (unless it's Opera which has irc client builtin).
It's surprising that after Moshe's post someone can't understand the above.

If there are any other people completely new to this, here are a few lines of instruction and explanation.
IRC is a type of program, and is not the name of a specific program. It's used to facilitate internet chat among a group of people.
If you are using Firefox, you can download and install a chat program called chatzilla by going here.

To open IRC in Firefox, open Tools on the menu bar and pick Chatzilla. A screen opens up. You enter one line commands at the bottom of the screen.
Before irc.freenode.net had the attacks, I gather we would enter the command
/server irc.freenode.net
(which means connect to a server called irc.freenode.net)
plus the command
/join (the room/channel mentioned in Moshe's post)
One day we'll get all this documented.

One success out of many ...
I want to thank everyone who attended the party and worked on pruning the issue queue, fixing issues, and reviewing patches. We had a great turnout in the IRC room, and many people stayed for hours working there. Also thanks to webchick for setting up a bugfix wiki and a vanilla drupal site for verifying issue reports.
There is more work to do! The 4.7 issue queue is substantial still and for the most part they are real, verified bugs. I ask that people continue to work on the queue with pruning and fixing and reviewing patches. We need a concerted effort in order to get 4.7 out the door.
I also ask that someone volunteer to run another bug party as soon as possible. If you are interested, please contact me or Dries.
