Please see the attached screenshot showing the bullet marker appearing where "submit comments" would appear underneath a posting, even when comments are disabled.

It looks like this issue has been addressed in node.tpl.php but not in comment.tpl.php. The same change should be applied in the comment.tpl.php file.
