This appears in both dev and beta versions.

I can't seem to replicate this for the life of me.

There should never be a 0 entry within there. What version of flag.module are you using?

Did you upgrade from a previous version of flag by chance?

I've only ever used the 6.x version, though I believe I have gone back and forth a few times between the dev and the beta.
