View Filter doesn't display the 1st Category term

Here was one of my Cateories:

Annual Projects taxonomy for example

Youth Camp
--Scholarship
Youth Excellence Recognition
--Scholarship

then I added this Annual Projects taxonomy to my new view Filter

On the filter's taxonomy, I'm seeing the following:

- None selected -
-Scholarship
Youth Excellence Recognition
-Scholarship

noticed that Camp was missing from above filter. To work around this problem, I've to add a new term to the current Annual Project category:

aView Bug, DO NOT USE
Youth Camp
--Scholarship
Youth Excellence Recognition
--Scholarship

Once "aView Bug, DO NOT USE" was added to the current Annual Project Cateory, "Camp" term started to show up on my view Filter:

Youth Excellence Recognition
