I writ here after several weeks of trying solving this problem

my vb
vb 3.8.1( the same problem exists with other older version )
Collation: utf8_general_ci
php5
MySQL client version: 4.1.22

the users mames in the vb database apears right with no errors

another thing is the users groups apears in drupalvb setting in strange chrachters
