Issue Summary
each seller enter their own paypal account and then the purchase paid directly to their own paypal account??
optionally, seller pay a fee to let them able to sell using the system.

Your requirements are essentially supported by Marketplace out of the box. Sellers can edit their paypal address on their user edit page. Commission (fees) can be deducted. Please see the documentation at: http://drupal.org/node/326102
