without the patch in 40762, the date gets ignored and set to 0.
after the patch in 40762, the date gets ignored and remains unchanged.
in either case, the date shouldn't be ignored.

Wesley Tanaka commentedsee in particular http://drupal.org/node/40762#comment-61319 for another clarification of this bug
Comment #2
magico commented@Wesley: can you be more specific without having to read the other issue?
cburschkaDoes this issue still apply, or should it be closed? I'm tagging this 4.7 based on when this was filed, though I may be wrong (could be as old as 4.6).
Just wondering because it seems to be Active even though nothing has happened with it for over a year.

Wesley Tanaka commentedHere's the text from that other bug trail, by the way:
2. in the case that an administrator actually goes and touches the date field for a comment while editing it, that input silently gets ignored. This problem is only seen by administrators and only if they do the (in my case at least) infrequent operation of manually changing the date on a comment. This is a less critical problem.
I believe you're right and this was from 4.7
