Would this module support the following scenario
User A signs up for my website and gets a referral code. He gives the code to User B.
User B orders a product using the referral code and receives a discount on his purchase. At the same time User A gets a credit in his account.

Not at present, there is no current support for automatically creating new coupons or triggering an action when a coupon is used.

Would there be a way to simulate this behavior using user roles to unlock a new item for purchase that has a negative value?

This seems more like an affiliate type of action. Maybe make a feature request for the Affiliates2 module.
