Added support for use of the Locale core module via an addon module. The addon module enables and disables itself depending upon whether or not Locale is enabled or disabled.
Added a new hook to allow per file exclusions as well as inline
exclusions. This should allow other projects to add
jquery_compatibility_mode exclusions to their own modules. I will also be
accepting submissions for inclusion as built in exclusions as well. To
start I have added ahah.js and FCK Editor JS stuff.

Also added a global compatibility disable for admin/* pages. We dont really need mootools or anything snazzy in admin pages so its best not to mess with those. This was in the D6 version but I forgot to add it for D5.
Added new disabled hook for modules to disable this module or modify the disabled array. Also added global disable for admin/* pages so that there is no possibility for this module to break any of D6's critical admin jQuery stuff. Any mootools module should also now use the jquery_compatibility_mode_is_off() check to make sure it is safe to load their JS's.
