Issue Summary
It seems to be a problem that users on sites get a 'spam' reputation in Mollom. Site admins need to e-mail Mollom to clear the reputations of their site's users. I propose allowing users with the 'administer users' permission to be able to see and clear a user's Mollom reputation, probably at the user/x/edit screen. Maybe even be able to report a user as a spam user as well.

This will obviously required an addition to the Mollom API. For now, marking as postponed.

Deleting + reporting a user as spam should already be working though.
