Error when trying to upload image

Error when trying to upload image - "The selected file sps_spring_fair.png could not be uploaded. The file is 312 KB which would exceed your disk quota of 1 MB." This does not make sense because the image is smaller than the disk quota. Does anyone have an idea how to fix this. I have read some of the other posts and tried turning off the devel and all the other non-important image modules but that still does not allow the user to upload an image.
