Please see corresponding Public Booking issue: #418804: Booking-page should display error when no resource is added.

The attached patch will disable the booking page (shows an error message and, this is a bug and needs to be fixed, the validation button) when no resources can be found in the database. At the moment one additional database query (SELECT 1 without WHERE) is needed to accomplish this.
