I've create a new theme called ngp which is a sub-theme of Blueprint. Unfortunately, no matter what I try, ngp's specified stylesheets always get loaded before blueprint's so my custom styles are getting overriden by the defaults rather than the other way around. If you've specified a base theme for your theme, shouldn;t Drupal always load the base theme's styles first? Would seem to be common sense to me.

I have this issue as well.

Anyone with ideas on this?

I can make my CSS more specific so it doesn't get over-ridden, but that seems to be very unnecessary.

This is particulary a bad problem for me as I am using the themekey module to set a different theme for certain vocabularies.
