Hi,
I just downloaded the french translation and unzipped it to find that .po is missing there. I only see

1. Contributor.fr.txt
2. License.txt
3. Readme.txt
4. Status.txt

No PO files there. Is there anything am missing to understand or is the file missing in the package?

It looks like you only extracted the root directory of the package: the individual .po files are in each module's directory, so you need to extract all of them.
