Implementation of hook_node_operations()

We are currently using the contrib module "Views Bulk Upload" and the documentation for this module states that any module offering an implementation of hook_node_operations() will have its operations available to VBO.

Looking through node_privacy_byrole.module, I noticed that although it offers an implementation of hook_node_operations() and has operations available to "admin/content/node"; these operations are not available to VBO.

I am not sure where to begin looking for the root of this problem and when it is appropriate to take it to the VBO project issue queue, but I appreciate any and all feedback!
