option to turn off new-window links for all "non-local" links

Description
By default, Interwiki writes most links for "non-local" references to open in a new window. Administrators can turn off this behavior on individual prefixes, but not globally.
I strongly prefer not to have links that open in new windows; if I want a new window, opening a link in one is easy. It would be helpful to have an option to turn off this behavior for all prefixes at once.
