What would be the easiest and/or best way to insert a single horizontal navigation bar that I can display below my title?

I am currently with Drupal 5.

Hi there,

Drupal default works smooth and perfect for simple menus. And usually in all themes, primary links are displayed in some horizontal region.

But if you want to have customized horizontal menu bar with login fields and current user status or whatever you like then you can have a look at following series of tutorials.
