User's location can't be found in View's filter

Hi there,
What I am trying to do is to make a custom user search based on user's location, however I can only see node's Location being available in views filter. When I try to use node's location as the filter, it's showing blank in the search table. I am assuming user's location is different than node's location fields at this point and it's considered as a bug. Is there a way to correct this problem, so search user based on location is feasible?
