footer and header blocks not showing up

I'm using the Burnt theme which I chose because it is a simple style sheet. I wanted fixed width and Minnelli is more complicated. Docs say the there are 5 regions with the Burnt theme and the style sheet has code for the footer.

Anyway, I tried to create a block with my footer links and set it to show up in the footer region. I've configured that, but I notice that it's not showing up and when I look at the regions, footer and header aren't shown. I'm using other themes, namely a Garland one I've adapted to fixed width for the admin theme and I see my footer links block there as I've set it to show up there, too.

Why can't I see my footer region in the Burnt theme?

PS: !!!!!! never mind- figured this out; it was in the page.tpl.php
The page.tpl that came with Burnt only allowed the site information footer message to be shown. Not knowing much php I didn't see this right away.
