I created several custom menus and put them under the Navigation Menu. Some appear when not logged in, and some are not visible until I log in. I moved one to Primary Menu and I get the same result. Any ideas?

check the permission setting ...

basic concept:
1. admin can see everything, not checking, and no way to set checking
2. general users may see / not see a block/node/menu... it is by permission setting
