/admin/build/modules/uninstall shows a list of all modules that are available on the file system, and which have been enabled and then disabled.
It would be very useful to also show modules that have been installed (enabled, then possibly disabled, but NOT uninstalled), and that are missing from the file system. This is quite possible, if a user upgrades from one version to another (eg. 5.x > 6.x), and decides in the process that they don't need certain modules any more.
I would proposed NOT adding any method to deal with these installed and missing modules, but it would be useful to list them, preferably in a separate table below the uninstall module on /admin/build/modules/uninstall. The user can then choose either to ignore the message, or to re-upload the module, and enable it, or uninstall it.
