Forum is from a core module, you can enabled it in admin/build/modules.

You can try advanced forum http://drupal.org/project/advanced_forum also.

I believe this is the core forum module that ships with drupal.

I might be wrong but I seem to remember that the drupal site isn't actually run off drupal. So this forum might not be either. But functionally, it is similar to the drupal core forum.

Yes, this site is Drupal. It was just recently upgraded from Drupal 5.x to Drupal 6.x.
