How can Anonymous Users to Submit an Application using job posting module of Drupal? Can anybody suggest me anything?

administer -> permissions

Inspect that modules permissions settings for the anonymous user role.

No user role for anonymous...if you can just check it...

Every drupal installation has an anonymous user role.

There may not be permissions for the the module you speak of but you should certainly have an anonymouos user role. If you don't have one you have other issues at hand.
