Agree, I've just been checking out Download and Extend on http://staging5.drupal.org/download and the main page heading "Download and Extend" is in an h1 at 2em. Usage of h1 and ems is correct, but can the size be reduced to resemble the prototype's 23px?

We should stick with the theme. A round of work reconciling the style guide and prototype, and I think confirming with MBD happened. And it has been documented, http://groups.drupal.org/node/56698#typography.

To avoid future confusion, we should update the prototype and style guide itself. If these don't match the redesign, they will keep comin up in QA.

These documents are version controlled at bzr+ssh://[user]@util.drupal.org/bzr/documents/. Everything is really simple html/css, so downloading from the web is an okay working copy.
