Add the 'Add to Dashboard' link (above the right sidebar) to almost every page [#428284]

This link is on most pages in the prototype. Here is an example:

We have theme support for this already, just removed the sample links for the demo site presentation. So this is at least done in some part. Also, Niel Drumm has some working code to make it actually show a list of your dashboard tabs you can select from to pick the target where you'd want to drop your new item. Talk to him!
