If anonymous users doesn't have the permission to post, the talk page doesn't display the link "you have to login or register to post".

Did I miss something ?

The link is not displayed only if there is'nt any comment at all.

I didn't properly search before submitting #509448: If user can't post comments the module should display "Login or register to post comments" instead of "Add new comment" link. but that issue has a patch to implement a fix for this.
