Hallo Druplers,

I am planning a site where people will need to log in. But before they do so, they will have to pay for membership. When they have paid they will have free access to all content.

Every member will be able to vote for which content they prefer, but only be allowed to vote X times. When the votes have been cast, they will not be allowed to vote again before next month and next payment.

Any suggestions as to how I achieve what I mention above? How do I control how many votes people cast? Is there a Drupal module?

You might be able to do with the http://drupal.org/project/rules module.
