While the options are available in the administer blocks dropdown, I am only able to view material placed in the left'right sidebars and main content areas.

thanks for the catch! please see the new updated theme version 6.x-1.2. if you like the theme, please stay tuned - in a few days I'll be adding some jquery effects for some of the regions (section top, left bottom, right bottom, and bottom) so that they slide to open and close, and cookies are set to remember positions as you visit new pages.
