I thought I had this fixed by optimizing CSS but it didn't do it. All the permissions are set. Sometimes anonymous and authentic users can see panel borders until they change pages. Admin can always see them. This seems to be consistent with IE and Firefox.

I'm only using panels on the home page. Once you leave that page and come back the panel borders dissappear, but not always.

I was unable to replicate this in any browser, IE7, IE8, Chrome, Firefox nor Opera.

I have used Panels quite a lot myself and have never run into this problem, so I am at a loss as to why this is happening to you.

Thanks for the fast reply. It's kind of weird. I was able to duplicate it in IE7, anonymous user. I right clicked to view the source and attached it to this comment. Not sure if it will help.
