I think it is more usable when the flag form is expanded by default when a user loads and reads a page.
Maybe this could be configurable.
Submitting via AJAX/AHAH (oncheck/onsubmit) would be nice as well but thats another issue i guess. ;-)

ah, thanks, yes, that should be user-configurable. that and the already-planned the submit w/ ajax/ahah will be coming in the next few days.

+1 for this - Can we also have "flag this" link visibility configurable? Meaning, if the Flag Form is expanded by default then I don't want the "flag this" link to appear. Also, is there a way to change the text of "flag this"?

it's all in progress now in the dev version; you can configure from /admin/build/flags/flag-form. the defaults are as you've suggested, but i still need to work on the js so it all works properly.
